After the collapse of communism, the East and Central European countries experienced the transformation period. During this period the new political, law, economical and social systems were created. In 9th decade of the 20th century the planned centralized economy was replaced by capitalistic market economy, the democratization process started, state-hood were (re-) built. Also, the new law systems, matching international conventions and the European Union regulations, were created, the privatization process started and private economical activities emerged. After the collapse of the Soviet Union, the East and Central European countries met the challenge to create the welfare states. Transition from the communist regime to the free market economy and democracy influenced not only the social and economical change in the society, but also the consciousness of its inhabitants. Referring to the results of the representative social research, conducted in 13 East and Central European countries (Belarus, Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Moldova, Poland, Romania, Russia, Slovakia and Ukraine) in 2007, this article presents the differences of attitudes towards the role of the government. The data is used from above mentioned research, conducted during implementation of Eurequal (Social Inequality and why it Matters for the Economic and Democratic Development of Europe and its Citizens: Post-Communist Central and Eastern Europe in Comparative Perspective"). The research results reveal the expectations of the East and Central Europeans towards the state in the case of social risks, specifically by providing a job for everyone who wants one, providing health care for the sick, and providing a decent standard of living for the unemployed. The statistical modes (Univariat), which encompose variables of the country, income, position at work and sex, were tested. Three models presented in this article are statistical significant. To sum up the research results, it is noticeable, that the expectations towards the state are high in all 13 East and Central European countries, both the men and women. Comparing to the other states, the inhabitants of Ukraine, Moldova and Russia evaluate the responsibility of the state by providing the job to everyone who wants one mostly. Estonia could be characterized as country, where the level of individual responsibility for individual welfare is high and less government responsibility in providing a job is expected. Latvians, Ukrainians and Romanians mostly expect government responsibility in securing the health services for the sick. [ABSTRACT FROM AUTHOR]
Rytų ir Vidurio Europos šalys, žlugus komunizmui, išgyveno transformacijos laikotarpį, kurio metu šalyse keitėsi ir kūrėsi naujos politinės, teisinės, ekonominės ir socialinės sistemos. Rytų ir Vidurio Europos šalyse XX a. 9-ojo dešimtmečio pradžioje centralizuotą planinę ekonomiką keitė kapitalistinės rinkos ekonomika, vyko demokratizacija, kūrėsi (atsikūrė) nacionalinės valstybės, kūrėsi naujos, į tarptautinius ir Europos Sąjungos teisės aktus orientuotos teisinės sistemos, vyko privatizacijos procesai, radosi privati veikla ir kita. Žlugus Sovietų Sąjungai ir egzistavusiai socialinio draudimo ir aprūpinimo sistemai, Rytų ir Vidurio Europos valstybės susidūrė su dar vienu iššūkiu - socialinės gerovės sistemų kūrimu. Perėjimas nuo komunistinio režimo prie laisvos rinkos ir demokratijos, įstojimas į Europos Sąjungą darė įtaką ne tik visuomenėse vykstantiems socialiniams ir ekonominiams pokyčiams, bet ir gyventojų sąmonei, t. y. vyko tiek vertybiniai, tiek nuostatų pokyčiai, keitėsi (ir keičiasi) lūkesčiai valstybės atžvilgiu. Remiantis Rytų ir Vidurio Europos šalyse (Baltarusijoje, Bulgarijoje, Čekijoje, Estijoje, Vengrijoje, Latvijoje, Lietuvoje, Moldovoje, Lenkijoje, Rumunijoje, Rusijoje, Slovakijoje ir Ukrainoje) 2007 m. atlikto reprezentatyvaus tyrimo duomenimis, straipsnyje pristatomi gyventojų požiūrių skirtumai vertinant valstybės atsakomybę pagrindiniais socialinės rizikos atvejais - užtikrinant darbą kiekvienam, norinčiam dirbti; sveikatos apsaugą sergantiems, tinkamą gyvenimo lygį bedarbiams.
