MONOLINGÜISME OFICIAL EN ESTATS LINGÜÍSTICAMENT HETEROGENIS. EL CAS DE L'ESTAT CATALÀ INDEPENDENT. (Catalan)

The goal of this paper is twofold. Firstly we shall examine the languages policies in those European countries which have become independent states since the fall of the Berlin Wall and within which more than one language is widely spoken (linguistically heterogeneous state). In this sense, we have confirmed that in most countries, official monolingualism has failed and that, both for external and internal reasons, these countries have ended up adopting linguistic policies far more pluralist. Secondly, and partly drawing from this empirical basis, we argue that official monolingualism should be discarded as an appropriate language policy for a hypothetical Catalan independent state. All recent surveys show that Catalan population would largely support a language policy in which both Catalan and Spanish languages would share an official status in a hypothetically independent Catalonia. Data from these surveys are consistent with those of previous surveys that asked citizens about the degree of agreement regarding the currently inforce official bilingualism. [ABSTRACT FROM AUTHOR]
El objetivo de este artнculo es doble. En primer lugar, queremos dar una ojeada al rйgimen lingьнstico de los estados lingьнsticamente heterogйneos de Europa que se han independizado desde la caнda del Muro. Mбs concretamente, se trata de constatar el fracaso del monolingьismo oficial en la mayorнa de estos paнses, que tanto por razones internas como externas han tenido que adoptar polнticas lingьнsticas mбs pluralistas. En segundo lugar, y en parte sobre esta base empнrica, queremos descartar el monolingьismo oficial como rйgimen lingьнstico apropiado para un posible estado catalбn independiente lingьнsticamente heterogйneo. Los datos de encuesta disponibles muestran de manera unбnime el apoyo de la poblaciуn a la doble oficialidad del catalбn y el castellano en este escenario polнtico. Estos datos son coherentes con todas las encuestas de opiniуn anteriores en las que hay preguntas sobre el acuerdo o desacuerdo con el rйgimen de bilingьismo oficial en vigor. [ABSTRACT FROM AUTHOR]
L'objectiu d'aquest article йs doble. En primer lloc, volem donar una ullada al rиgim lingьнstic dels estats lingьнsticament heterogenis d'Europa que s'han independitzat des de la caiguda del Mur. Mйs concretament, es tracta de constatar el fracаs del monolingьisme oficial en la majoria d'aquests paпsos, que tant per raons internes com externes han hagut d'adoptar polнtiques lingьнstiques mйs pluralistes. En segon lloc, i en part sobre aquesta base empнrica, volem descartar el monolingьisme oficial com a rиgim lingьнstic apropiat per a un possible estat catalа independent lingьнsticament heterogeni. Les dades d'enquesta disponibles mostren de manera unаnime el suport de la poblaciу a la doble oficialitat del catalа i del castellа en aquest escenari polнtic.
