For more than two decades, NATO has been trying to build a partnership with Russia, dialogue and practical cooperation in areas of common interest. The co-operation was suspended in response to Russia's military intervention in Ukraine, which was most strongly condemned by the allies. Political and military communication channels remained open. NATO remains concerned by the continuing destabilized model of Russia in military activities and aggressive rhetoric, which goes beyond Ukraine. [ABSTRACT FROM AUTHOR]
