Circular economy and household waste management: What field dynamics are supported by local authorities?

The management literature has extensively addressed the changes in practices brought about by the circular economy. However, these evolutions are predominantly examined at the level of the organization, leaving minimal focus on the transformations within broader social systems, specifically in organizational fields. To bridge this gap, this article examines the evolution of an organizational field in connection to the advent of the circular economy. Taking the adoption of household waste minimization in five French territories as a case study, it offers a qualitative analysis of 32 interviews combined with observations and secondary data. The results reveal a field reconfiguration around circular economy practices by: (1) aligning these practices with the interests of central actors, (2) enrolling actors previously considered peripheral or external to the field, and (3) restructuring the field via the stabilization of roles and resources. From a theoretical perspective, these results enrich our understanding of an organizational field dynamic spearheaded by local public authorities in a context of regulatory change. From a managerial standpoint, this work offers strategic insights for local authorities aiming to transition their household waste management towards a circular economy. [ABSTRACT FROM AUTHOR]
La littérature en management s'est largement emparée des évolutions de pratiques induites par l'économie circulaire. Cependant, ces évolutions sont le plus souvent étudiées à l'échelle de l'organisation, laissant peu de place à la compréhension des changements opérant dans des systèmes sociaux plus larges - spécifiquement au sein des champs organisationnels. En réponse à ce constat, cet article interroge l'évolution d'un champ organisationnel liée à l'avènement de l'économie circulaire. Prenant pour cas l'adoption de la minimisation des déchets ménagers dans cinq territoires en France, il offre une analyse qualitative portant sur 32 entretiens associés à des observations et données secondaires. Cette analyse révèle une dynamique de recomposition du champ autour de pratiques d'économie circulaire à travers (1) l'alignement de ces pratiques sur les intérêts des acteurs centraux du champ (2) l'enrôlement dans ces pratiques d'acteurs jusqu'alors périphériques et externes au champ (3) une restructuration du champ à travers la stabilisation des rôles et des ressources en présence. Sur le plan théorique, ces résultats contribuent à une meilleure compréhension d'une dynamique de champ organisationnel portée par des acteurs publics locaux dans un contexte de changement de réglementation. Sur le plan managérial, cet article offre des éléments de stratégie aux collectivités territoriales souhaitant faire évoluer leurs pratiques de gestion des déchets ménagers dans le sens d'une économie circulaire.
