Der Ukrainekonflikt. (German)

Since 1991 Ukraine has been a sovereign state again. The territory of the - as far as its area is concerned - biggest but one state of Europe has been guaranteed in international treaties. How fragile these guarantees are, however, has become known in the late autumn of 2013. On 2 1stNovember 2013, the Ukrainian government had discarded a convention of association with the EU, thus rushing the country into a serious crisis. The internal conflict about the future economic orientation of the country has become an international conflict between Ukraine, the Russian Federation, the USA and the EU, and the respective leading member states have played an important role in this conflict. Today, the Ukraine Conflict polarizes the entire European continent. Research on the causes of the current crisis “Crimea-Ukraine-Russian Federation-EUNATO" has to deal with an important factor: the radical change of the political map of Eurasia in the beginning of the 90ies of the past century, especially including on the one hand the breakup and on the other hand the rise of states. Here, the “disintegrated states" are the multinational states Soviet Union, Yugoslavia and Czechoslovakia, whereas the rising states are Germany and Turkey. For the Soviet Union, and the Russian Federation respectively, the disintegration - together with the breakup of the Warsaw Pact - not only meant the loss of its previous area of influence in Central and Eastern Europe, but also a gradual change of its previous geostrategic apron. So far the future of the post-Soviet region has not been discussed sufficiently between the EU, NATO and Russia, and the submitted proposals have not been reviewed sufficiently, neither. For this reason, in an era of vicissitude this analysis at hand is supposed to explain the new domestic and foreign political dynamisms of politics, as only few distinguished experts have analysed the geopolitical rearrangement of the region of the former Soviet Union. The cultural frontier between Latin and Orthodox Europe goes right through Ukraine. At the moment, a quick settlement of the Ukraine Conflict appears to have hardly any prospect of success. Thus, approaches and suggestions for preventing the failing of Ukraine are urgently required. The following suggestions are being discussed at the moment: the transformation into a federal state with internationally granted warranties; the division into West and East Ukraine according to the Czech pattern; peace by territorial disclaimer; membership in the EU and NATO; membership in the Eurasian Union; an overall European Free Trade Association; an intermediary role between the EU and the Russian Federation; status of neutrality; the right of self-determination and security-political status according to the Gennan pattern; the Finnish model; neutrality according to the Austrian model. As far as security-political planning is concerned, we are facing new challenges today. The future of the Ukrainian and European security politics must be reconsidered and planned in a new international framework. Due to the security-political structural change, all persons dealing with strategy research are invited to face these challenges and to find a strategy in compliance with our time. Depuis 1991, l'Ukraine est de nouveau un état souverain. Le territoire de l'état avec la deuxième plus grande superficie d'Europe est garanti dans les contrats intemationaux. Néanmoins, le monde a vu que de telles garanties sont fragiles, fin de l'automne 2013. Le 21 novembre 2013, le gouvemement ukrainien a rejeté un accord dissociation planifié avec i'Union europeenne et ainsi provoqué une crise fatale pour tout le pays. Le conflit politique interne ä propos de l'orientation économique future du pays mena à un conflit international entre l'Ukraine, la Federation russe, les USA et l'UE, conflit dans lequel les pays-membres les plus importants ont joue un rôle primordial. Aujourd'hui, le conflit ukrainien polarise tout le continent européen. Lors de la recherche des origines de la crise actuelle « Crimee-Ukraine-Fédération russe-UEOTAN », les changements radicaux de la carte politique territoriale eurasiatique au debut des annees 1990, notamment la disintegration et la montee des etats de cette region, jouent un role decisif. Des etats plurinationaux cornme l'Union sovietique, la Yougoslavie et la Tchecoslovaquie font partie des etats désintégrés tandis que l'Allemagne et la Turquie represented des etats nouvellement montes. Pour l'Union sovietique, respectivement la Federation russe, la desintegration etatique, ainsi que la dissolution du Pacte de Varsovie signified non seulement la perte de son ancienne zone d'influence en Europe centrale et en Europe de Pest, mais aussi, au cours des annees, un changement de son environnement geostrategique. Jusqu'ä present, le futur de la region post-sovietique n'a pas ete suffisamment discute entre l'UE, FOTAN et la Russie, et les propositions presentees n'ont pas ete suffisamment contrölees. Pour cette raison cette analyse va couvrir des nouveaux dynamismes de la politique interieure et exterieure pendant une periode de changements. En fait, seulement peu d'experts de haut niveau ont aborde le sujet de la reorganisation geopolitique du territoire de l'ancienne Union sovietique. La ffontiere culturelle entre l'Europe latine et l'Europe orthodoxe passe ä travers FUkraine. Done, un reglement rapide du conflit ukrainien semble peu probable actuellement. Pour proteger FUkraine d 'un echec, on doit trouver rapidement des approches et idees de solution. Les sujets suivants sont au centre de la discussion : creation de structures föderatives ; transformation en un etat federal avec des garanties internationales ; separation en une Ukraine de Fouest et une Ukraine de Fest d'apres le modele de la Tchecoslovaquie ; paix basee sur des concessions territoriales ; adhesion de FUkraine ä FUE et ä FOTAN ; adhesion ä l'Union eurasiatique ; zone europeenne de libre-echange ; röle de mediateur entre FUE et la Federation russe ; Statut non-aligne ; droit d'autodetermination et Statut de politique de securite d'apres le modele allemand ; le modele finlandais ; neutrality d'apres le modele autrichien. Aujourd'hui, nous nous voyons confrontes à de nouveaux defis en ce qui conceme la planification de la politique de securite. Sous les nouvelles conditions-cadre internationales, il sera nécessaire de reviser et de planifier à nouveau le futur de la politique de securite ukrainienne et européenne. Suite au changement de la structure de la politique de sécurité, toutes les personnes qui participent aux recherches stratégiques sont appelees à faire face à ce defi et à trouver une Strategie adaptée à notre époque.
