Economic, political and social factors, satisfaction with the quality of life have a significant impact on population health. Often the experts, analysing population health and developing new strategies, emphasise health insurance funds. General situation of Lithuanian health indicators is presented in Table 1.The statistical data, provided above, indicates that expenditure on health constituted 5.2% of GDP in 2011 and, compared with 2007 and 2008, has decreased by approximately 0.5% (respectively 5.2% and 5.9%). According to the OECD methodology, expenditure on health between 2007 and 2008 amounted in 7395.9 million Litas, between 2009 and 2010 - 6780.5 million Litas and in 2011 it has increased to 7326.9 million Litas and reached the year 2008 (2007 - 6175.9, 2008 - 7395.9, 2009 - 6932.4, 2010 - 6780.5 and 2011 - 7326.9 million Litas). Expenditure on health per capita, according to the OECD methodology, between 2007 and 2008 increased, but betweenn 2009 and 2011 declined and in 2011 it not only reached the 2008 level, but also exceeded it (2007-1829.6, 2008 - 2202.4, 2009 - 2075.9, 2010 - 2062.9 and 2011 - 2273.9 million Litas) (Lithuanian Health Information Centre). Comparing with the Baltic States, Lithuania has the highest expenditure on health care. Table 2 shows the data, present in national currencies, illustrating the investment of state, public and private funds in health care. The table demonstrates that Lithuania invests 7.5 times more in health care than Latvia and Estonia. Similar statistics is noted in resources from public private health insurance funds. GDP in LIthuanian is higher than in Latvia and Estonia, but counting the overall costs in Euros, expenditure in Estonia is higher than in Latvia and Lithuania. The lowest total spending on health care, compared to GDP, is in Estonia and the highest – in Lithuania, although in Latvia the rate is only 0.01% lower. [.].
