In the Ukrainian SSR the heavy industry had a dominating position in the economy which required a well developed energy sector. After the independence inherited this system, but it´s economy broke down because of the transformation shock. The Ukrainian energy industry is based predominantly on natural gas, which is imported from other CIS countries. But the very inefficient energy usage led to a needlessly excessive import, a high indebtedness and a strong dependence from the Russian gas monopolist Gazprom. Simultaneously the Ukrainian coal mining is in a crisis and the production of coal decreases since decades. The only way out from this situation was the exploitation of the transit monopoly for Russian natural gas. Thereby a favourable gas price could be achieved up to now. However, the gas quarrel at the end of 2006 showed that Gazprom is not willing anymore to grant special conditions in future without quid pro quo. After 15 years of transformation these problems are still not sufficiently solved. - (IfL).
