Formulation of legislative basis for an independent state is in progress in Ukraine. Approved and being developed are over 900 legislative acts. Library sphere is under either direct or indirect jurisdiction of 20 laws. In general the laws ensure the rights of citizens to access information via library network. Provided are prohibitive acts on library privatization, changes of specialization, and abolition ; also envisaged are state responsibilities for library institutions maintenance and provision of social security. Nevertheless there is a number of laws which allows different interpretation, many aspects of library activities are not reflected in the legislation, executive aspects are disputable. Current social and economical situation in the country forces to take unpopular decisions or decisions inadequate to the legislation: reduction in libraries' working hours, transfer to part-time employment, libraries closing, etc.
