I. Introduction The Dnieper River is one of Europe's great waterways. The three countries that share its border, Ukraine, Belarus, and the Russian Federation, were formerly part of the Soviet Union. The Dnieper has long played a part in shaping the region. 1 In modern times, however, the basin has faced significant degradation of both the environment and the water resource. Today, the river is at a particularly interesting point in its rich history, as the riparian countries work together with international support to introduce a basin-wide framework for managing the Dnieper. Such changes come at a time when expectations of how countries should behave regarding management of water resources are evolving. Recent commitments by countries to prepare integrated water resources management plans reflect such an evolution. 2 In addition, the Dnieper basin countries face numerous external influences. Many of these influences come from international organizations such as the United Nations. For example, since the break-up of the Soviet Union, the UN Economic Commission for Europe (UNECE) has wielded significant influence over how Dnieper basin countries cooperate. In particular, the UNECE has done much to shape the legal agreements that have been put in place regarding the Dnieper. 3 Moreover, the move to basin-wide management is shaped in particular by the Global Environment Facility (GEF). 4 At the same time, there are broader political dynamics in the region, as highlighted by the international attention received by the Ukrainian presidential elections in late 2004. 5
