Ukraine''s geographical location is sandwiched between European Union and Russia. The foreign policy of geopolitical countries will affect regional security. Ukraine experienced a decade of economic decline after independence in 1991.The reason is that there are disputes between ethnic groups over the national routes, and a struggle between eastern and western powers. In this study, foreign policy analysis was used to explore the factors influencing Ukraine''s entry into the EU from Russia as well as the process of Ukraine’s policy transformation. In order to realize the security of Europe, EU established multi-level relations with Ukraine and made Ukraine Europeanized through institution. But Russia is courting Ukraine for its own national interests on strategic and energy grounds. In order to achieve economic development and strategic security, Ukraine adopts a balanced foreign policy and cooperated with both EU and Russia to achieve national security and economic development.
